While there’s a problem in class with phones, there is also a problem with ear buds.
The problem with ear buds in school is they cause a distraction. If kids listen to music while reading or writing they're not processing the information they are writing. Teachers know kids go home and listen to music while doing homework but at school there should be different rules.
But, just as there are cons there are also pros. For some kids it helps them focus. If a teacher gives work out or partner work, it can distract the kids who choose to work alone. The music will block out the side conversations, helping those students working alone focus. It also helps with the stress on a student. If they get overwhelmed with something in school music can calm them down.
The best way to handle ear buds in school is to have students use them in moderation or to leave it up to teachers. The school can leave it up to the teachers to set a rule for the class room.
